WebAs I understand this footage is for spectator view and cannot be achieved while playing.. Ctrl + Shift + V and Ctrl + V is the keyboard setting for nameplates and floating health bars. There is a setting for the resource bar which is under character.. However, there are no settings for floating health bar for player view under the name.
