WebbIt used to be that in classic, new site (collections) I created had external sharing turned off by default but I could turn it on for specific site collections. Now, in the admin panel, it appears to be flipped - to enable sharing on a site, it seems like I have to flip it on as the default, then manually turn it off where I don’t want it on.
